Planning Staff recommended approval of the rezoning of tract two, as shown on the provided plat. Planning Commission voted to approve as staff recommended by a vote of 9-0.

Planning Staff recommended approval on the condition that the approval be limited to Floyd County Tax Parcel L14X131, further identified as 2006 Kingston Hwy, Rome, GA 30161. Planning Commission voted to approve as presented by staff for Floyd County Tax Parcel L14X131 only by a vote of 9-0.

File Z24-06-05 for the property at 210 Harmony Rd., Silver Creek, GA 30173, Floyd County Tax Parcel L17053, requests to rezone from Suburban Residential (S-R) to Agricultural Residential (A-R). Planning Staff recommended approval. Planning Commission voted to approve by a vote of 9-0.

Planning Staff recommended approval on the following conditions: (1) that the events be limited to private events, including but not limited to weddings, birthdays, engagements, etc., while prohibiting concerts, festivals, etc. (2) that the principal use of the property continue to be residential and that the venue will be an accessory use.  Planning Commission voted to approve as staff recommended by a vote of 9-0.

Planning Staff recommended approval of the rezoning and the special use permit. Planning Commission voted to approve the rezoning and special use permit by a vote of 9-0.

CONSENT AGENDA

 
1.

Consider request to increase 2024 budget account 100490 - 50612, Peace Officers' Annuity & Benefit Fund, in the amount of $25,000 to account for an increase in employee participant dues from the current $25 per month to $35 per month effective July 1, 2024.

Consider request from Finance to approve Mental Health Court grant #J25-8-081 for the period 7/1/24 - 6/30/25. This grant provides federal funds in the amount of $220,160 and will require a local match of $38,852 to be paid with DATE funds.  This grant provides federal funds in the amount of $220,160 and will require a local match of $38,852 to be paid with DATE funds.  This will require an increase of $14,310 to account number 100517-50508 (revenue).  The expense account, 100517-50511 will require an increase of $8,015.

 
3.

Consider request from Police Department to approve the purchase of training items not to exceed $15,000. These items are related to the response to active threats and will allow us to enhance the quality of our training for all of our officers. We are also seeking approval for funds related to our new UAV program. These funds will be utilized for the training classes, materials and testing for our UAV operators. This training and testing is required by the FAA for licensing UAV operators.  We would like to increase account number 100454-58808 by $15,000 to cover the purchase of these expenses.

Consider request from Public Works to approve the FY24 Floyd County Maintenance Contract with GDOT to extend the current sweeping contract.

 
5.

Consider request to approve updated service contracts for Isolved and Benefit Connector.

 
6.

Consider request from Purchasing for approval to deem one vehicle as surplus to be auctioned on GovDeals.com and to reinstate another vehicle for further use. The Public Works Department Staff have examined the vehicle and is considered unsalvageable for Floyd County use.

 
7.

Consider request from County Clerk's Office to approve a scope of work with CivicPlus for ordinance storage.

 
8.

Consider request from Finance to increase the 2024 budget by $200,000 in expenses for LMIG - Off System Safety. In 2023 LMIG - Off System Safety was added to the budget in April with a revenue budget of $180,000.  There was also an expense of $200,000 added at the same time.  The revenue was received in 2023 but there were no expenses recorded for that time period.  The budget for the expense was not budgeted for 2024. We would like to increase account number 330457-51116 by $200,000.

 
9.

Consider request to authorize US Army Corps of Engineers to conduct a Preliminary Jurisdictional Determination at 255 Three Mile Road, NE.

Consider request from Solid Waste to approve an amendment to the Georgia EPD's Recycling and Waste Diversion Grant for an industrial shredder.
